In 2009 no less than 38 guilty verdicts were issued for racist propaganda in 27 regions of Russia. Here is the general list of these verdicts. (Some links are in Russian.) We present the list of guilty verdicts under the art. 282, which we consider to be unlawful, separately. In 2009 there were 3 such verdicts. The list of guilty verdicts for 2008 you can find in the section «Reports and Analyses». January, 2009, Tomsk. Guilty verdict issued for posting a neo-nazi video clips on the Web. One person sentenced to 6 months of corrective labour. January, 10, 2009, Tobolsk, Tumen region. Guilty verdict issued for xenophobic graffiti. One person sentenced to 100 hours of socially useful labour. January, 16, 2009, Moscow. Guilty verdict issued for the imitation of execution on behalf of Ku-Klux-Klan. Two persons sentenced to 3 years of imprisonment and 3 years of suspended imprisonment agreeably. February, 2, 2009, Kaliningrad. Guilty verdict issued for xenophobic election propaganda. One person convicted, but released for the expiry of the statute of limitations. February, 2, 2009, Petropavlovsk-Kamchatsky. Guilty verdict issued for the spreader of xenophobic leaflets. Two persons sentenced to 6 months of corrective labour and and 1.5 years of imprisonment agreeably. As for the third member of the group, the case dismissed because he hasn’t reached age of criminal discretion. February, 6, 2009, Novgorod Velikiy. Guilty verdict issued for posting xenophobic texts on the Web. One person sentenced to 160 hours of social labour. February, 16, 2009, Yakutsk, Republic of Sakha. Guilty verdict issued for distributing of xenophobic leaflets. One person convicted (the leader of DPNI – Yakutiya). Court of first instance sentenced him to a real term, however according to cassation got a suspended term. March, 2009, Moscow. Guilty verdict issued for a racist riot in a café. 2 persons sentenced to a fine. April, 23, 2009, Cherepovets, Vologda region. Guilty verdict for distributing of antisemitic film. One person sentenced to 6 months of corrective labour. April, 27, 2009, Samara. Guilty verdict for distributing of antisemitic leaflets. One person sentenced to suspended imprisonment. May, 28, 2009, Moscow. Guilty verdict to the leader of DPNI Alexander Belov, who was sentenced to suspended imprisonment. . May, 29, 2009, Arkhangelsk. Guilty verdict for distributing of a book “Udar russkih bogov” (“Russian Gods’ Strike”). One person sentenced to 120 hours of compulsory labour. June, 4, 2009, Orenburg. Guilty verdict for the contamination of a synagogue. 4 persons convicted. Two of them sentenced to 6 and 5 years of imprisonment agreeably (each already had a suspended term), two – to 160 and 240 hours of obligatory labour. As for the fifth member of the group, the case was dismissed because he hasn’t reached age of criminal discretion. June, 9, 2009, Kemerovo. Guilty verdict for public xenophobic appeals. One person sentenced to suspended imprisonment. June, 11, 2009, Omsk. Guilty verdict to the leader of local neo-pagan community for continuing of work of the organization, convicted as an extremist one (art. 282.2 of Criminal Code). One person sentenced to suspended imprisonment. June, 19, 2009, Polarnye Zori, Murmansk region. Guilty verdict for xenophobic and neo-nazi graffiti. One person sentenced to suspended imprisonment. July, 2009, Vilegodsk, Arkhangelsk region. Guilty verdict for xenophobic texts and appeals for extremist activity in a social network “Vkontakte” (art. 280 and 282). One person sentenced to suspended imprisonment. July, 13, 2009, Khabarovsk. Guilty verdict for xenophobic publications in mass media. Two persons sentenced to suspended imprisonment. July, 23, 2009, Khabarovsk. Guilty verdict to the leader of Khabarovsk department of Souz russkogo naroda for xenophobic texts and appeals for extremist activity (art. 280 and 282). One person sentenced to suspended imprisonment with injunction to become a leader of public organizations for 2 year’s term. July, 28, 2009, Kamensk-Uralskiy, Sverdlovsk region. Guilty verdict to ultra-right fans for antisemitic mottos and nationalistic symbols. 2 persons sentenced to 180 hours of correctional labour. August, 2009, Yeysk, Krasnodar territory. Guilty verdict to a leader of local department of “Slavyansky Sojuz” (“Slavic Union”) for xenophobic comments on a forum. One person sentenced to 6 months of correctional labour. August, 12, 2009, Arkhangelsk. Guilty verdict for propaganda of xenophobia in a social network “Vkontakte”. One person sentenced to 150 hours of correctional labour. August, 26, 2009, Vladimir. Guilty verdict for xenophobic graffiti. One person sentenced to 2 years of correctional labour. August, 26, 2009, Sosnogorsk, Komi Republic. Guilty verdict for xenophobic graffiti. One person sentenced to suspended imprisonment. September, 16, 2009, Khabarovsk. Guilty verdict to the activists of Sojuz russkogo naroda. 2 persons convicted under the article 282 and one person sentenced under the article 282.1. Sentenced to 3 years’ imprisonment in standard regime penal colony (previous conviction was taken into consideration) and to 3 years imprisonment agreeably. September, 28, 2009, Khimki, Moscow region. Guilty verdict for posting racist materials on the Web. One person sentenced to a fine. October, 13, 2009, Nizhniy Novgorod. Guilty verdict for distribution of nazi video clip in the internet. One person sentenced to 100 hours of correctional labour. October, 20, 2009, Omsk. November, 25, 2009, Ukhta, Komi Republic. Guilty verdict for contamination of a jewish cultural center. One person convicted, but released for the expiry of the statute of limitations. . November, 13, 2009, Ivanovo. Guilty verdict for distributing of neo-nazi video clips in the internet. One person sentenced to 100 hours of correctional labour. November, 11, 2009, Baltiysk, Kaliningrad region. Guilty verdict for grassroots racist insults. One person sentenced to a fine. December, 8, 2009, Vladivostok. Guilty verdict for ditribution of xenophobic leaflets and comments in the internet (art. 280 and 282). One person (the leader of “The union of slavs of Far East”) sentenced to suspended imprisonment without additional sanctions. December, 14, 2009, Moscow. Guilty verdict for a series of xenophobic publications. One person (chief editor of a publishing group “Russkaja Pravda”) sentenced to a 450 thousand roubles fine. December, 17. 2009, Kursk. Guilty verdict for manufacturing and distributing of xenophobic leaflets. One person (co-ordinator of DPNI-Kursk) sentenced to suspended imprisonment without additional sanctions. December, 21, 2009, Chita. Guilty verdict for propaganda of xenophobia in mass media. One person (chief editor of “Russkoe Zabaikalje” newspaper) sentenced to suspended imprisonment without additional sanctions. December, 22, 2009, Chelyabinsk. Guilty verdict for distribution of xenophobic publications in a blog. One person sentenced to 120 hours of correctional labour. Verdicts which we consider to be unlawful April, 2009, Naberezhnye Chelny, Tatarstan. A verdict to the chief of Tatar Public center Rafis Kashapov. Found guilty under sec. 1 art. 282 of Criminal Code of Russian Federation (icitement of hatred or enmity). June, 22, 2009, St. Petersburg. A verdict to the jounalist of “Noviy Peterburg” Nikolai Andrushenko. Found guilty under art. 282 of Criminal Code of Russian Federation (incitement of hatred to the emloyees of law-enforcement agencies). November, 26, Kazan, Tatarstan. A verdict to Irek Murtazin. Found guilty under sec/ 2 art, 129 (slander), sec. 1 art. 137 (violation of privilege of privacy), p. “a” sec.2 art. 282 (incitement of social hatredwith threats of violence, using mass media).

In 2009 a historical maximum of such verdicts was reached, however, compared to widespread vandalism practice, their quantity is ludicrously small: in five regions of Russia (Moscow, Ivanovo region, Moscow region, Sverdlovsk region and Krasnoyarsk territory) five verdicts were issued (one in every region), by which 6 persons in total were convicted. далее...
